As a Nordic industrial powerhouse, Finland leads Europe with an electric vehicle (EV) penetration rate exceeding 50%. Its transportation electrification strategies, policy support, cutting-edge technological development (such as extreme cold environment testing), smart manufacturing systems, and strategic regional location complement China’s strengths in power batteries, intelligent driving, and complete industrial chains. In recent years, China-Finland cooperation has evolved from single-product exports to joint development of technology standards and integrated ecosystems. Landmark projects—such as BYD partnering with Veho Group to establish sales networks in four Finnish cities, and CATL launching a battery recycling project in Finland—demonstrate the shift from “capacity cooperation” to “value co-creation.”

In March this year, at the China International New Energy Vehicle Supply Chain Conference & Going Global Forum, representatives from the Finnish Embassy, 21 other embassies in China, business and economic attachés, as well as leaders from OEMs and supply chain companies, totaling over 1,000 guests, jointly explored global development and cooperation opportunities in the new energy vehicle supply chain.

At the forum, Mr. Marko Tiesmaki, Commercial Counselor at the Finnish Embassy in China and Head of the Finnish Business Hub Greater China, introduced Finland’s opportunities in the new energy vehicle and battery industries. He highlighted Finland’s leading position in Europe for digital competitiveness, national stability, and innovation capacity. Finland’s EV industry chain aligns with the EU’s sustainability requirements. Over 200 Finnish companies are active in the automotive supply chain, possessing advanced automotive technology knowledge, strong industrial digitalization and automation capabilities, and sophisticated OEM production services and vehicle testing environments.

Policy Synergy: Laying a Solid Foundation for Bilateral Cooperation


Mr. Tiesmaki also pointed out that Finland has formulated a national battery strategy, establishing a complete sustainable battery value chain from mining to recycling, with close industry-university-research collaboration. Several Chinese enterprises are already planning to set up factories in Finland.

Finland’s national battery strategy aligns closely with China’s dual-carbon goals, providing a strong foundation for cooperation. Finland’s advantages in battery mineral extraction and recycling technologies complement China’s battery production capacity. China’s new energy vehicle sales, accounting for 60% of the global market, offer Finnish companies large-scale application scenarios, while Finland, leveraging its EU market access, serves as a “springboard” for Chinese automakers entering Europe. Furthermore, Finland’s preferential tariffs for China and green channels for technical cooperation further reduce barriers to bilateral collaboration.


Practical Engagement: Trade and Investment Meetings Drive Cooperation


As an important platform for deepening cooperation, the Finnish Embassy maintained an open approach and concurrently hosted the China-Finland Trade & Investment Exchange Forum, where seven leading Finnish companies showcased their core technologies and engaged in in-depth exchanges with Chinese enterprises.
